Abstract

Rural development in India remains closely linked with the quality of leadership available at the grassroots level. Tribal communities, constituting one of the most marginalized sections of rural society, continue to face structural disadvantages such as land alienation, displacement, poverty, and limited access to basic services. This paper examines rural leadership development as a critical mechanism for empowering tribal communities and facilitating sustainable community change. Drawing upon secondary sources and documented development interventions, the paper conceptualizes rural leadership within the broader framework of rural development and community capacity building. It discusses the socio-economic challenges faced by tribal populations, the relevance of leadership development programmes, and their role in strengthening participation, governance, and livelihood outcomes. The paper adopts a qualitative, conceptual methodology based on literature review and programme analysis. It argues that context-specific, capacity-oriented leadership development initiatives can enhance tribal self-governance, promote inclusive development, and bridge the gap between policy intent and grassroots implementation. The paper concludes with recommendations for strengthening tribal leadership through education, institutional support, and community-based training.
